Rajith Attapattu resolved AXIS2-1637.

    Resolution: Invalid

The error was due to Sandesha2 global in handler.
So even if the service is not RM enabled, the error was still visible.

I was under the impression that Sandesha2-SNAPSHOT.mar was from the Sandesha2 1_1 branch, therefore I used it with the Axis2 RC2. However the snapshot was based on axis2 trunk.

I am resolving the ticket as it's not an Axis2 related issue.
