Velocity Initialization/startup

Hi,
 
I have upgraded to version 1.6.1. I've noticed in 
the tomcat logs that velocity initializes/starts up more than once. 
Sometimes within a few seconds, Sometimes hours. 

 
Anyone have any ideas why this happens?
