I am seeing this same issue after removing a service who set a value for 'hbase.coprocessor.master.classes'. When the service was removed it properly removed that configuration value, looking in the Ambari UI under the HBase service 'hbase.coprocessor.master.classes' was not listed (as expected). But anytime I go to add another service when I get to the service configurations step the HBase service is saying 'hbase.coprocessor.master.classes' is required and is initially blank. I have to put in a space or some other content to get past the configurations screen to install the service. Seeing this issue on Ambari 2.2.1.1.
