   In the datafusion https://github.com/apache/arrow-datafusion/issues/2759, we need to support decimal data type in the InList expr.
   
   The list expr can be `(NULL, 12)
   
   we need convert `NULL` value to `DECIMAL(None,P,S) value.

   A clear and concise description of any alternative solutions or features you've considered.
