Section 134.5.3 of the osgi enterprise specification states:

Because this [Preferred-Provider] header influences resolution, it is only valid for it to be used on a Scoped Subsystem. If a Subsystems implementation encounters this header on an Unscoped Subsystem, it must fail the installation of the Subsystem.
