   Same problem here.
   I tried to move shards from the `_users` database to a new node.
   I noticed that the replicated `_users` database is created with Admins Roles = _admin and Members Roles = _admin, while the `_users` database on the original node has no roles.
   This is probably the culprit of further problems.
   
   (I'm running couchdb-3.1.1-1.el7.x86_64 on CentOS 7)
