Release Update.

Hi All,

            I was able to upload our KEYS file to eagle repository and distribute.
            http://www.apache.org/dist/incubator/eagle/
            https://dist.apache.org/repos/dist/release/incubator/eagle/

            I would merge branch “0.3.0" to master today and start sanity testing.
            Would also provide detailed documentation of release process soon, on Eagle Wiki.
