   @rawlinp A new feature has been added to TC, trafficcontrol-cache-config/tm-health-client.  It polls TM to get parent cache health and will mark parents up or down from TM health status.  It randomly chooses a TM to poll a regular intervals and assumes that each TM is monitoring all caches on the CDN.  So there will be some impact with distributed TM monitoring.  The client should be updated to discover the TM's responsible for monitoring the cache on which the client runs.
