Target Java 11 on the main branch. That is, drop support for building or running with Java 8 [/9/10] from future releases (e.g 2.19.0).

An existing release stream (e.g. from 2.18.0 as of yesterday) could be used for continued Java 8 support where needed and occasional release for important fixes for a further period of time.

This was initially proposed by Clebert ahead of 2.17.0 and discussed on the mailing list ~7 months ago (Jan 2021) in the following thread:

I will prod the thread with note of this JIRA and a related PR I will raise shortly.

 

(Related note for later reference: Java 17 RC1 is out, RC2 is due later this week, and final release is due in just under a month)
