I'm going to convert the .sql tests to Java tests taking the benefit of the work done by Kathey for DERBY-435. (Thanks Kathey!)

I'll add the test in stages, leaving the SQL tests until the new test has all the cases of the sql tests.

Eventually the xa commands should move out of ij, they are for testing only and ij should not really be polluted with testing code.
