Bugzilla issue with project "Tomcat 6"

Hi,

There's an issue at the moment with the "Tomcat 6" product, more 
specifically about the definition of milestones:
- if I add a milestone, bugs can be edited, but not created
- if I remove the milestone, bugs can be created, but not edited

The milestone feature is not actually used, so all that is needed is a 
default empty one (there's one for the other projects, like "Tomcat 5").

Hi,
I created a new milestone for Tomcat 6,called "default," and set it as
the default milestone.  Creating and editing an issue seems to work OK
now.  I created 40690
(http://issues.apache.org/bugzilla/show_bug.cgi?id=40690) and edited
it a bit.  If it works for you as well, great.

It's an old philosophical debate, with no end in sight, and I don't
want to delve into it deeply.

JIRA is free for FOSS projects to use, but it itself is not a free
product in general.  If you wanted to use it for your company, you'd
have to pay.  Some of us feel that we should set somewhat of an
example (in the areas or purity or hard-core-ness, or
whatever-have-you) here at the ASF by using FOSS products where
possible.

Of course then you get into technical merits, and JIRA is probably
better in most areas, but the debate continues.

So as I said I'm not -1, I wouldn't object if everyone else on the PMC
wanted to migrate to JIRA and at least one person had the time to take
the lead on the effort.

jira is a step in the right direction anyway, I would have no problem 
going there with TC6 only, leave 5 and older as they are unless someone 
wants to put in the effort of migrating all the data for the pre 6 versions

Feel free to try anything which could make it work :)

The only alternative is migrating to JIRA, I think.

It looks the same for Tomcat 5 and Tomcat 6 right now.  The default
milestone is --- (three hyphens in a row).  Should we add a dummy one
for Tomcat 6, called "unspecified" or something like that?
