[RESULT][VOTE] Apache Karaf (runtime) 4.2.3 release (take 2)

Hi all,

this vote passed with the following result:

+1 (binding): Grzegorz Grzybek, François Papon, Christian Schneider,
Achim Nierbeck, Jean-Baptiste Onofré, Jamie Goodyear
+1 (non binding): Andrea Cosentino, Romain Manni-Bucau, Roedl Lukas

I'm promoting the artifacts on Maven Central and on dist.apache.org. I
will update Jira and website and then announce the release.
As said, I will create the karaf-4.2.x branch (with the corresponding
Jenkins job), update website accordingly and I will update master to
4.3.0-SNAPSHOT (merging already ready updates). All will be done today,
so please be a little bit patient ;)
