A derby committer has access to the entire derby repository. Typically
any committer restricts commit activity to those sections (and
subsections) of the repo he or she is qualified to change.

In discussing this with Halley ahead of time, Halley felt more
comfortable saying up front that the intent is commit access to the
documentation.

In fact, at the ASF you quite often hear discussion about "doc
committers". It's an informal title, but valued highly because it's so
difficult to find qualified people who want to work on documentation.
