[users@httpd] directory listing

i have a friend who is trying to setup apache 1.2.3 on a fresh redhat
install (version 7 or 8, i don't know).  he's got the base server up and
running, but is having an interesting problem: requests to a directory in
the form "server.tld/folder/" return the proper file
("/var/www/html/folder/index.html"), but requests for "server.tld/folder"
return an error code of 301.

would anybody be able to answer this without seeing his conf file?  i can
probably get it if necessary, but thought somebody might know where to look
without it.
