Pluggable ResourceManager and ResourceCache

The ResourceManager is now a pluggable entity, and it has a pluggable
ResourceCache as well.

It is functionally the same as it was - however, if you have fancy-schmancy
things you need to do with resource management and loading, and the default
services aren't enough, you now can customize those aspects of Velocity's
operation (if you must).

It would be a good idea for people to try and just use it as they always do
to ensure that nothing got broken re resource loading and caching.

Documentation will be forthcoming :)
