tomcat-apache problems?

Hello:

Should I include both of these files:
1) tomcat.conf
2) tomcat-apache.conf
to my httpd.conf file? Or is this what this

document is trying to say?

But when you try to start apache it gives out this error:
"Syntax error on line 2 of
/usr/local/torstest-tomcat/conf/tomcat-apache.conf:
ApJServManual: cannot be specified more than once per host
./apachectl start: httpd could not be started"

I am using tomcat 3.1 and apache1.3.9 on red hat linux
