GEODE-10111: Introduce COMMITWATCHERS (#7428)

Previously, opt-in and unsubscribe required a dev list email,
and this led to complaints.

This self-serve mechanism achieves the same goal of a public
record of opt-in requests, without adding noise to the dev list.
