piped_log error messages

Anyreason why we log pipe logged errors like this (from server/log.c):
  ap_log_error(APLOG_MARK, APLOG_STARTUP, 0, NULL,
                          "piped log program '%s' failed unexpectedly",
                          pl->program);

Can we change APLOG_STARTUP to ERR or something else so that dates get 
logged?  I have failed logger programs and no clue when they failed 
because there is no date.
