Templates and configuration tool have been removed from trunk. Closing as won't fix.

> the hadoop-common project has templates for hdfs-site.xml and mapred-site.xml that are used by the config generator scripts.  The hadoop-{mapreduce,hdfs}-project's also have {mapred,hdfs}-site.xml templates, and the templates don't match. It would be good if these could be consolidated.
