No, I don't see those as a requirement.  As a good practice, perhaps. 
But, not as something that the PMC would enforce.  The PMC might want 
to see a rough proposal before we begin, but I'm not even certain of 
that.

And, no a release doesn't *have* to have a release manager.  -- justin
