[DISCUSS] [SIP-93] Proposal for non-blocking SQL Lab persistence

I was hoping to start a formal discussion for [SIP-93] Proposal for
non-blocking SQL Lab persistence
<https://github.com/apache/superset/issues/21385> which should improve the
performance of the SQL Lab backend persistence feature.
