Unfortunately, it's SAX 2.0 that we need to conform to, and SAX 2.0 is
considered to supersede SAX 1.0. So the correct behaviour--which is at least
internally consistent--is to always throw NPE's.
I'll set this bug to LATER so that, when we're permitted to move to SAX 2.0.1,
we can adopt the proposed change.
