Repro steps:
1. Create a LXC zone with two primary storage one NFS and the other RBD  ceph
2. Create a VM with both root and data disk.


Bug:
VM  creation fails as it tries to create root disk in Ceph.
so we need to have certain type of check which force to create root disk only on nfs and local . At the same time we also need to have a check which force to create data disk only on LXC .
