Attribute Service is to query and optionally manage attributes for identities, services, resources and etc. The scope: 
 
* Define Attribute Service API to query attributes for identities, services, resources and etc.
* Define Attribute Service management API to register, lookup and reference third party Attribute Server or Attribute Authority into the framework; 
* Implement simple Attribute Service and management facilities for relevant entities in TokenAuth.
