when `maybeGroupId ` is already present, `maybeGroupId.orElse(arg)` returns the present value but still evaluates `pendingCompletionTaskGroups.entrySet()`. Since `taskGroups` and `pendingCompletionTaskGroups` are mutually exclusive, the ISE exception is always thrown. This PR fixes this problem.
