cloudstack No suitable hosts found under this Cluster

我想部署一个多hypervisor的集群，而且已经创建了2个cluster，每个cluster代表一个hypervisor。当我通过模版启动一个instance的时候，并准备将它放到特定hypervisor的cluster的时候，碰到以下错误信息：
