Add samples to the DevGuide IDL API Design

Going through the API design appendix of the Development Guide[1] I
see that some of this information is a bit too compact. i would love
to see some samples of the definitions mentioned on the guide.

There is some mention of it through the usage but I think it could be
a more broather and clear example of its use under different language.
