I don't think that the JMX interfaces should expose any 'rate' type counters.  Rates are can be calculated by the client by sampling the jmx metrics on the queue object.  This way, different clients can choose different sample rates.  Please reopen this issue if have a more specific  counter that you want the broker to expose.
