Jira email notification

Hi,

I'm trying to set up default email notification in stdcxx/Jira. I
would like Jira to send an email to stdcxx-dev@incubator.apache.org
for every newly created issue or any change to an existing issue.

According to the manual (below) I should see a link to Notification
Scheme on the project administration page, but I don't. Perhaps I
don't have the right privileges?

Yes; I've fixed it now.
