I had success modifying the <broker> line to:

<broker xmlns="http://activemq.apache.org/schema/core" brokerName="${activemq.brokerName}" dataDirectory="${activemq.data}" tmpDataDirectory="${activemq.data}/tmp_storage" useShutdownHook="false" start="false">

The difference is the addition of dataDirectory="${activemq.data}".  This causes the persistent data for the scheduler to go into "var/activemq/data/default/DefaultActiveMQBroker/scheduler/" on my system.

I've not tested that scheduled message are working, only that Geronimo 2.2.1 starts up.
