cocoon2.1.6 flowscript

hello All

Recently, I upgrade Cocoon2.1.5 to 2.1.6.
When I modify flowscript first time, Cform changed, But when I modify flowscript second time, Cform will not change any more. If I restart tomcat, it changed.Is it a Bug or not?

For example: 
first time: wid.test.value="123"
                 then sendpage to other page.
second time: wid.test.value="456"
                 NOW the value of cform'test is always "123" until I restart tomcat.
