jsp:include is into out, a JspWriter. The DefaultServlet uses a OutputStream by
default and falls back to a Writer (for text documents only) if an ISE is
encountered retrieving the OutputStream (as it will be for jsp:include).

The DefaultServlet was not treating xml files as text documents and hence wasn't
falling back to a writer.

This has been fixed and will be included in 5.5.21 onwards.
