Please introduce new Basic EL Function to convert date in ISO8601 to unix timestamp.

The main goal is to be able to convert result of the following functions into unix timestamp:
* coord:actualTime()
* coord:nominalTime()
* String timestamp()

It will brings a possibility to calculate difference (in milliseconds) between coord:actualTime() and coord:nominalTime() without launching dedicated (expensive) java action.

Or just implement OOZIE-2557 instead of implementing of this issue :)
