Visual Studio 2013 requires a new version of Windows than is installed on Windows1.

Catch 22

We are required to upgrade to Windows 2008 R2 or later to achieve goal of this ticket.

If we want later than that, we must also upgrade vmware to be compatible with winserver2012 etc.
