server side include bug?

One of my coworkers was building an application that used SSI, and 
couldn't figure out why the <!--#echo var=QUERY_STRING_UNESCAPED --> 
directive was not working.  I haven't looked at it too much other than to 
verify that this indeed doesn't work under Apache.  It works fine under 
Netsite Commerce 1.12 and I would imagine it works fine under NCSA httpd, 
but I haven't tried it.

Any ideas on why this isn't working?
