Unable to reference jsps, tablibs across multiple contexts

How do I reference objects in different contexts?  For instance, if I am 
working in "../webapps/app1/hello.jsp" how would I refenence a tablib, jsp, etc 
in "../webapps/app2" from "../webapps/app1/hello.jsp".  I have set the "cross-
context" attribute to "true" for both context's, but this did not solve my 
problem.
