jetspeed support for multu tenant (SaaS)

i need to use a portal in a multi-tenant environment, where each tenant is a
customer company with multiple users.
each tenant may have different default settings and an administrator to
manage the tenant settings and users.
this means that portal settings and content needs to be stored with tenant
separation in mind.
this is used when the portal is offered as a service (SaaS / On-Demand).

how can that be done in jetspeed?

Ok, so i can define a subsite for each tenant.
can this be done using an API call without restarting the server?
is it scalable? can it be used for thousands of tenants?
