karaf-services-maven-plugin misses activators when used on Windows
An invalid path comparison causes karaf-services-maven-plugin to skip */all/*
activators when the operating system is Windows. I created KARAF-3834

fix it.

enough and skipped over it thinking it was an issue with Cave.
