Bug in encoding Elements

I believe I have found a bug in the encoding of Elements.  If you use the
NS_URI_SOAP_ENC encoding style Elements will not be returned properly.  They
only will be returned properly if you use the NS_URI_LITERAL_XML.  I would
believe this is not intentional.  It seems weird that the caller could
determine wither the call will succeed.
