[I] Normalize NameServer registry identity before duplicate lookup [rocketmq-dashboard]

## Problem
NameServer registry names and addresses accept non-blank values with leading or trailing whitespace. The service currently checks uniqueness and persists the original values, so visually identical registry entries can bypass duplicate detection and later fail to resolve consistently.
## Expected behavior
Normalize the registry name and NameServer address at the service boundary before uniqueness checks and persistence. Create and update should use the same canonical values.
## Verification
Add focused service tests for both create and update paths.
