[PR] fix(settings): discard stale model refreshes [rocketmq-dashboard]

   ## Summary
   
   - track the form configuration generation around post-save model discovery
   - discard model results and warnings when the administrator has edited the configuration meanwhile
   - add a regression test for switching providers while the saved-provider refresh is pending
   
   ## Testing
   
   - `npm test -- src/pages/settings/__tests__/AiAssistantTab.test.tsx` (9 tests)
   - `npm exec eslint -- src/pages/settings/AiAssistantTab.tsx src/pages/settings/__tests__/AiAssistantTab.test.tsx`
   
   Closes #2740
