Getting requestURL without a request

I was wondering if there was a way to get the requestURL during the init
of the application servlet? I would like to be able to persist it. We
have a separate application that needs to create links to this first
application and it would be nice to be able to get the information
without a request.

Is this possible? Let me know if I need to supply more information.
