Temporary build breakage



I just checked in a couple changes that straighten out an EBCDIC code page
issue that's been holding up the build. This required replacing the
XMLIBM1047Transcoder.* files with XMLIBM1140Transcoder.* files. Everyone
now has to update their build procedures on the other platforms, and the
build might be broken for an hour or two. So you might want to hold off any
extracts or you'll have to do these build changes yourself.
