These instructions don't take into account the transition to svnpubsub
for dist/ and site which is due to happen this month AIUI.
Also, infra are trying to avoid the need for shell access to minotaur.
Not sure how site staging will work, but dist/ staging is possible at:
https://dist.apache.org/repos/dist/dev/commons/
Once svnpubsub for dist is in place, successful RCs can be released by
moving the files to
https://dist.apache.org/repos/dist/release/commons/
[Failed RC dist files are just removed from the SVN staging dir.]
