Tested in [https://django.seagrid.org/]

The topmost field, has the 'Move Up' disabled and 'Move Down' enabled.

If its the only field, then the 'Move Up'  and 'Move Down' is disabled. 

The moment the topmost is moved down both buttons get enabled.
