where is the deployment informationn coming from when we run Admi nClient with -l local list

Could anybody tell me where the deployment descriptor is stored when we
deploy a wsdd file using

java org.apache.axis.client.AdminClient -llocal:// <deploy.wsdd>

I don't see the local copy of server-config.wsdd got updated unless I use
the -l http option.
