[transaction]New feature: global transaction timeouts and deferred deadlock detection

Again for anyone interested. The latest CVS code now contains raw
imeplementations for
- global transaction timeouts that actively revokes granted rights
from transactions and
- deferring of expensive deadlock detection after an initial lock request

Seems there already is a nice set of new features for 1.1

Maybe even enough...
