[ANN] Jamailet is ready for test

Hi all, as recently a new Matcher to manage user's maximum storage has been
developed and *succesfully* tested, I developed a very basic and simple
implementation of this new Matcher. The features are:

1) Per user's maximum storage management
2) Declarative configuration by an XML file
3) Commons-Digester as parser

A distribution containing also the installation manual is available at the
following address:
