This issue is real but it is a problem with the viewers, not with FOP although FOP could do things differently in a way that would not cause this problem (FOP may draw a continuous line as a series of shorter segments all of the same width but many viewers do not display the same width at all zoom resolutions).

Since usually there are ways to achieve the desired output doing things differently there are no plans to rewrite the border drawing code in the foreseeable future.
