Planning for 1.3.2

Hi,

There are starting to accumulate some important fixes on the 1.3.x branch, so
I think it is time for 1.3.2.  I'm summarizing the merged and pending changes
below.  It'd be nice to get some of the important pending changes voted
through.

Dave, are you available to roll at the end of the week?

Merged changes:
* SWIG linking fix on OpenBSD (r18983)
* status -u crash on missing directories (r19348, -73)
* Authz requiring read access on the root for write operations (r19143 -81 -92)
* rpm breakage (r19317)
* Make svn_load_dirs.pl support symlinks (r18550)
* Don't leave stray WC locks on cancellation (r18893)
* Prevent svn_load_dirs.py from importing .svn or _svn (r18549)
* Support apr(-util) 0.9.x >= 0.9.10 (r19039, -57)

Important pending (see STATUS):
* Client-triggerable mod_dav_svn crash (r19520)
* Memleak in mod_dav_svn with large directories (r19528)
* Ruby bindings memleak (r19493)

It may also be nice to get the SWIG 1.3.28 support situation resolved
for 1.3.x.
